Areas of Practice
Raymond specializes in litigation, arbitration and alternative dispute resolution and has acted in many cases in the High Court and Court of Appeal in Singapore.

He is well- versed in a wide range of civil and commercial litigation matters, including those involving contractual disputes, building and construction law (including SOPA claims), trade disputes, negligence (including medical claims), industrial accidents, directors' duties, minority oppression action, ship/rig- building disputes, private banker/client disputes, shareholder disputes, property and property agency disputes , management corporations, corporate and partnership disputes, trade associations, trust and estate law, intellectual property rights, competition law (Competition and Consumer Commission of Singapore (CCCS) investigations and enforcement for anti-competitive conduct as well as appeals to the Competition Appeal Board),, labour law, restraint of trade, matrimonial disputes, probate and administration, defamation and other tortious actions.

Many are published cases, including a recent 2023 High Court judgment on a successful claim for rescission of a shareholders agreement and the consequent payment of damages for misrepresentations, an important 2014 Court of Appeal judgment on tortious liability at building sites and a judgment reported in the Straits Times dated 9 July 2016 on an employer represented by Raymond successfully defeating an unmeritorious personal injury claim by an employee, against the tide of many such cases. He also successfully defended a subsidiary proprietor against a management corporation in a test case published in the Straits Times on 29 Oct 2019 limiting the extent to which the MCST can intervene in the placing of personal items in the common corridor. He also acted in a high-profile High Court trial representing high net-worth HK clients suing a luxury watch investment fund in 2023.

Raymond also has an active criminal practice having successfully acted for many clients in cases involving police, traffic police, CID (including SIS, GSB, SSB, TCD), CAD, CPIB, MOM, ICA, IRAS, CNB, Customs and other prosecutions. Many of his cases are published cases including those on culpable homicide, gang offences and weapon/firearms, sports corruption, sexual offences, employment offences, inconsiderate driving and on the distinction between rash and negligence in traffic prosecutions, including a 2019 CPIB case involving an employee of Keppel Shipyard and the full acquittal of his client in an MOM prosecution over causing the death of an employee at One Altitude at One Raffles Place, reported in the Straits Times on 2 March 2023.

He has also acted for clients in non-contentious work such as advising on and drafting commercial contracts, including those relating to construction projects, telecommunications, confidentiality and non-disclosure, business leases/tenancies, intellectual property rights, shareholders/partnership arrangements, constitutions of societies, trade and unincorporated associations, software/internet agreements (including crypto/NFT), employment (including stock options), distributorship / franchising, manufacturing, publishing, and advertising.

About Raymond
Prior to entering private practice, Raymond served in the Legal Service as a Magistrate in the State Courts and tutored part-time at the NUS Faculty of Law. He is a Deputy President of the Strata Titles Board hearing applications on matters relating to strata titled properties and en bloc/collective sales. He is also the honorary legal advisor to the Singapore School Transport Association, the Trade Fair Merchants Association of Singapore, Singapore Renovation Contractors and Material Suppliers Association and several clan and merchant associations as well as Nan Hua Primary School.

Raymond has been active in community service and service to the nation since 1993. He stepped down as the Chairman of the Ministry of Communications and Information's Programme Advisory Committee (English) in August 2019 and as a member of the Films Appeal Committee in 2022. Raymond is also a Deputy Registrar of Marriages with ROM, a member of the Medifund Committee of Khoo Teck Puat Hospital, the school advisory committee of Meridian Primary School, and Honorary Chairman of the Sengkang East Citizens Consultative Committee, having being the immediate past Chairman from 2006-2020.

He was awarded the Public Service Medal and Public Service Star in the 1998 and 2008 National Day honours list respectively as well as the recipient of the Meritorious Service Medal of the People’s Action Party for 2022. He was a candidate in the PAP team that contested Sengkang GRC in the 2020 general elections.

He is also an independent director on the board of Goodland Group Ltd, listed on the main board of SGX, as well as on the boards of 800 Super Holdings Ltd and SK Jewellery Group Ltd before they were delisted in 2020 and 2019 respectively, chairing the nominating and remuneration committees as well as serving in the audit committees.
